Understanding Portland's School Lottery System

Portland's school system can feel unfamiliar at first — but once you understand the basics, it actually opens up a world of great options for your family. Here's what you need to know.
Start With Your Neighborhood School
Every address in Portland is assigned to a neighborhood school, and that school is guaranteed to enroll your child. You don't need to apply or compete — it's your automatic fallback. For many families, the neighborhood school is a great fit and the process ends there.
The lottery system exists on top of this foundation, giving families the opportunity to apply to specialized programs beyond their neighborhood assignment.
What the Lottery Is For
Portland Public Schools (PPS) offers a range of specialized programs — like dual-language immersion, arts-focused schools, and STEM academies — that are open to students across the entire district, not just those who live nearby. Since these programs are popular and seats are limited, admission is determined by a randomized lottery rather than a first-come, first-served basis.
Dual-Language Immersion
Spanish, Japanese, Mandarin, and more — available at select elementary and middle schools district-wide.
Arts & Focus Programs
Specialized schools with emphasis on performing arts, visual arts, or project-based learning.
Charter Schools
Seven public charter schools in Portland each run their own separate application and lottery process.
How the Lottery Works
All applications submitted during the lottery window are entered into a randomized draw — it doesn't matter if you apply on day one or day thirty of the window. Once the window closes, names are pulled randomly, and any applicable priorities or preferences are applied.
Applications are submitted through ParentVUE, the PPS online portal. You can create an account even before your child is enrolled in PPS.
After the lottery runs, you'll receive one of two outcomes: a seat offer, or a waitlist placement with a numbered position. If you're waitlisted, you can submit a special circumstance request to potentially improve your position.
Key Dates to Know
Middle & High School Lottery Window
Applications for 6th and 9th grade focus programs are typically due by mid-December.
Elementary School Lottery Window
The window for elementary programs (K–5) typically runs mid-February through mid-March.
Results Released
You'll receive an offer or waitlist placement roughly six to eight weeks after the window closes.
Hardship Petition & Transfer Window
Families can also request transfers between neighborhood schools through a separate petition process.
Tips for Families New to Portland
Things Worth Knowing Before You Apply
You don't have to be enrolled in PPS yet to apply. You can create a ParentVUE account and submit a lottery application before your child has ever attended a PPS school.
Attending an information session helps. Many programs host open houses or info meetings. These are worth attending — they give you a real feel for the school and help you ask the right questions.
Immersion programs are easier to enter at higher grades. Kids who move to Portland in 3rd or 4th grade may have a better chance of lottery success in immersion programs than those entering at Kindergarten, since seats open up as families move or transfer out.
Charter schools have their own processes. Portland's seven charter schools each run independent lotteries with their own timelines and eligibility rules — check each school's website directly.
Where you buy a home matters — but doesn't limit you. Your neighborhood school is automatic; the lottery opens every other door. Your real estate agent can help you think through how both factors play into your search.
